The Coco Levy Trust Fund bill was passed in the House of Representatives on third reading last year but remained in the period of amendments in the Senate.
The President even certified the bill as urgent.
The ball in the Senate’s court.
Our coconut farmers are among the poorest in our society. The billions in coco levy fund now freed up by Court decisions came from their contributions. The process of making these funds available to them should start as soon as possible.
Because it is unlikely that the bill will pass in this Congress, this tops my list of legislative priorities.
Note: Senatorial candidate Francis Pangilinan was Presidential Assistant in Food Security and Agricultural Modernization, with supervision of Philippine Coconut Authority, National Food Authority, and National Irrigation Administration.
