As we confront the avian flu outbreak in Pampanga, the first in the Philippines, we urge a concerted effort from all concerned government departments and agencies to address the matter at all fronts and protect the vulnerable sectors against the impact of the virus. We call on President Rodrigo Duterte to gather all agencies and come up with a comprehensive plan of action to put in place necessary measures in dealing with the avian flu. Of utmost importance is to control the spread of the virus and to prevent it from taking people’s lives and more livelihood. The Department of Agriculture (DA), together with the Department of Health, should conduct a massive information campaign such as community assemblies to educate the public about the virus, its dangers, and on ways of avoiding it. What is the H5 avian flu strain? How is it different from the much-dreaded A(H1N1) bird flu that spread elsewhere around the world in 2009? The information drive should include the protocols to be followed to prevent the further spread of the virus. Since the virus is known to infect humans as well, people, especially those who handle fowls, should know how to protect themselves. The DA should also ensure that only uncontaminated meat is available to the consuming public at standard prices. With the DA’s announcement of culling hundreds of thousands of fowls, we urge the Department of Trade and Industry to watch out for profiteers who might advantage of the situation and increase the prices of raw chicken meat and processed food in the market. As it is, there is only one affected area and there are many other sources of chicken meat in the country. We laud the commitment of the national government to compensate poultry farmers for every culled bird. But more than this, we push for greater government support for the micro and small businesses and the industry in general through funding and other assistance as they battle the virus and recover from their losses. Experts have repeatedly warned that the avian flu pandemic is inevitable, even as the timing is unpredictable. We must act as one to ensure that we are spared from its devastating consequences.
Habang hinaharap natin ang avian flu outbreak sa Pampanga, ang kauna-unahan sa Pilipinas, hinihimok natin ang isang pinagsamang pagsisikap mula sa lahat ng mga kagawaran at ahensya ng gobyerno para matugunan ito sa lahat ng larangan at para protektahan ang mga bulnerableng sektor laban sa epekto ng virus. Tinatawagan namin si Pangulong Rodrigo Duterte na tipunin ang lahat ng ahensya at magkaroon ng komprehensibong plano ng mga aksyon para maitakda ang mga kinakailangang hakbang sa pagharap sa avian flu. Pinakamahalaga ay kontrolin ang pagkalat ng virus at iwasan na may mamatay na tao at masira pa ang mas maraming kabuhayan. Dapat magsagawa ang Department of Agriculture (DA), kasama ang Department of Health, ng isang malawakang information campaign. Pwede nilang tipunin ang mga komunidad para turuan ang publiko tungkol sa virus, sa mga panganib nito, at sa mga paraan ng pag-iwas dito. Ano ang strain ng H5 avian flu? Dapat tiyakin din ng DA na tanging hindi-kontaminadong karne ang binebenta sa publiko sa tamang presyo. Sa anunsiyo ng DA sa pagpatay ng daan-libong mga manok, hinihimok natin ang Department of Trade and Industry na bantayan ang mga mapagsamantala na pwedeng magtaas ng presyo ng manok at iba pang karne sa palengke. Gayunpaman, isang lugar pa lang ang apektado at maraming lugar pa sa bansa ang pwedeng pagkunan ng karne ng manok. Pinupuri natin ang pambansang pamahalaan sa pangako nitong bayaran ang mga nag-aalaga ng manok sa bawat hayop na pinatay o papatayin. Ngunit higit pa rito, itinutulak natin ang higit na suporta ng gobyerno para sa mga maliliit na mamumuhunan at sa industriya sa pangkalahatan, sa pamamagitan ng financing at iba pang tulong habang nilalabanan nila ang virus at bumabangon mula sa kanilang pagkalugi. Paulit-ulit na nagbabala ang mga eksperto na ang pagkalat ng avian flu sa buong mundo ay hindi maiiwasan, kahit hindi nila masabi kung kailan ito mangyayari. Kailangan nating kumilos nang sama-sama para matiyak na tayo ay ligtas mula sa pinsalang ito.
